I once read on Wikipedia that Germany is the country with biggest choice of the Pirate Party on national elections at a whopping 2.0% on the 2009 elections.

It’s referring to “Online Pirates”.
The Pirate Parts was founded by some REALLY open-minded people, trying to persuade politicans into permitting the unlimited redistribution of digital arts for free > Free downloads of any music or video you want.
Now it’s sort of a “Free Internet for everyone!” movement, pronouncing freedome and democratic rights as their main concept.

The recent ACTA trouble gave them another large popularity boost, probably the reason they’re in parlament now.

For the non-german readers:
Its about one of the smaller partys of the “big 5” called FDP that just got booted out of anouther parlament because they have grown very unpopular since last elections.
