Yes. Everything in Minecraft is based upon ticks. If a server runs in slow-motion, of course Fermentation is slowed as well.

One last question… The Tekkit server I play on is slow on its ticks will that lengthen the amount of time I have to wait on the fermintation?

It’s not Jens’ fault, the bukkit crew did the 1.2.4 update but that came with alot of bugs so they are making it as a hotfix

what you REALY need to fix is that glitch where if you break something like a tin cable or a generator, then try to place somthing else there, like a copper wire or a msfu unit, you will come up with the hud of a generator or a tin cable will be placed instead. GOD I HATE THAT!!!
